Description: Office: Chinese Medicine Hospital Project Office, Cluster Services Division, HA Head Office Pay HK$ 78 ,082 to HK$ 131 ,423 per month ( including Monthly Allowance) [ H M PS point 7 to 19 ] (See Remarks 4) Job The post-holder will be seconded to the Chinese Medicine Hospital Project Office, Food and Health Bureau (FHB). The incumbent will be responsible for supporting the planning and development of the Chinese Medicine Hospital’s Information Technology (IT) systems: Assist in the formulation of IT strategy, prepare the application architecture of Chinese Medicine Hospital IT systems and evaluate technology options. Analyze user requirements, coordinate input from stakeholders, evaluate options, recommend solutions and manage the implementation of new systems and facilities. Analyze short and long term business requirements and initiate innovative proposals. Source IT systems, participate in tendering process, manage vendor performance, etc. Manage team resources including budget, manpower and capacity plan; coach and develop team members to maintain a competent workforce. Assist in the establishment of relevant standards and guidelines and ensure compliance. Perform other related duties as assigned. Requirements Degree in Computer Science or relevant disciplines; or equivalent. Over 10 years’ post qualification Information Technology (IT) related experience. Preferred Attributes / Exposure At least 10 years’ post qualification experience in application development, hospital IT system planning, development and operation, of which not less than 3 years as a team leading role. Proven experience in software development and support by using cloud computing architecture, mobile technology, frontend and backend framework, and different application servers. Knowledge in patient care process and operations in clinical and non-clinical settings. Experience in procuring, implementing and integrating vendor software. Solid skills in planning, organizing and evaluation. Strong leadership, communication and interpersonal skills including teamwork, facilitation and negotiation. Experience in Chinese Medicine systems and new hospital planning. Analytical, innovative and can work under pressure. Remarks May be required to work in another work location to meet service needs of the HA. Relevant experience gained in HA may be considered as equivalent to post qualification experience. For Serving HA Staff 3. Selected candidate will be offered either contract or fixed term appointment up to 31 March 2024 depending on his/her existing employment terms. Serving permanent employee will be offered a fixed term appointment after which the employee may be reverted back to his/her former substantive rank. Serving contract employee will be offered contract employment with an up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity upon completion of contract with satisfactory performance. 4. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be made in accordance with prevailing policies. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance. 6.
