Description: Rank: Executive Officer II Office: Blood Collection and Donor Recruitment Department, Hong Kong Red Cross Blood Transfusion Service Pay: HK$34,260 to HK$60,421 (HGPS point 15 to 27) per month including Monthly Allowance (See remarks 2) Key Responsibilities Be responsible for the daily operation of Blood Collection Section / Blood Collection and Donor Recruitment Department in: 1. Supervise and lead clerical staff for daily operation of all blood donation workplaces. 2. Provide training and coaching to staff for orientation and refresher training as required. 3. Oversee clerical staff manpower matters including recruitment and regular deployment arrangement. 4. Coordinate overall staff roster for all blood donation workplaces. 5. Participate in the enhancement and procurement of Blood Bank Donor Management and Information System (BBDMIS) related items. 6. Initiate and roll out the plan of interface of the queuing system, BTS Apps, medical equipment and apheresis collection machines with the BBDMIS. 7. Handle, monitor and on-going support on the maintenance service of BBDMIS and related facilities. 8. Generate and analyze data of BBDMIS and compile reports for management review. 9. Responsible for providing day-to-day general administrative and logistic support of CRD and in all workplaces. 10. Manage and perform procurement activities for all required equipment and consumables. 11. Provide support in store, inventory and asset management. 12. Implement and coordinate OSH & 5S in all blood donation workplaces, monitor and conduct periodic review on the performance. 13. Assist management to plan the annual budget for upcoming enhancement and daily operation of CRD. 14. Carry out any other duties as assigned by the supervisors. Entry Requirements 1. A university degree or equivalent. 2. Excellent command of written English and Chinese and fluency in spoken Cantonese, English and Putonghua. Preferred Attributes 1. Preferably with at least 3 years full time working experience in healthcare setting. 2. Possession of management training and experience will be definite advantage. 3. Proficiency in using statistical and data management software, e.g. SPSS, MS Excel and Access. 4. Good interpersonal skills. 5. Proactive and able to work independent. 6. Self-motivated with strong sense of responsibility. 7. Good command of spoken and written English. Remarks For Serving HA Staff 1. The selected candidate will be offered either contract or fixed term appointment for 1 – 3 years depending on his/her existing employment terms. Serving contract employee will be offered contract employment with up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity upon completion of the contract with satisfactory performance. Serving permanent employee will be offered fixed term appointment after which the employee may be reverted back to his/her former substantive rank. 2. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees will be made in accordance with prevailing policies. For External Applicants 3. Appointment will be on contract term for 1 – 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance. 4. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply.
