Description: [Extended on 29 March 2021] Office: Business Support Services Department, Cluster Services Division, HA Head Office Pay HK$60,421 to HK$ 79 ,606 per month (including Monthly Allowance) [HMPS point 2 to 8] (See remarks 3) Job The incumbent will report to Team Heads of Procurement and Materials Management Section and assist in managing and performing various procurement and supplies activities and projects. The main duties and responsibilities include: 1. Arrange bulk contracts for supply of pharmaceutical products or services under his/her assigned portfolio. 2. Manage and perform procurement activities in accordance with the prevailing regulations, administrative directions, procedures and plans. 3. Monitor contract compliance and performance, identify and manage risks in product failure and deficiencies. 4. Liaise with cluster procurement units and end-users for feedback in relation to product quality and vendor performance. 5. Participate in supplier and product sourcing and market research. 6. Analyse purchase data and market information, and recommend on product standardization and/or technology upgrading. 7. Facilitate catalogue management, procurement planning and data entry in the Enterprise Resource Planning System. 8. Support quality improvement and assurance in procurement and materials management. 9. Assist in Enterprise Resource Planning System development and maintenance. 10. Perform other related duties as assigned. Requirements 1. (a) A pass in 2 subjects at Advanced Level in the HKAL Examination with 3 further subjects including English Language (Syl B) at Grade C or above in the HKCEE, or equivalent; OR (b) HKDSE 5 subjects attaining the level specified below: Level 3 in English Language; and Level 3 in New Senior Secondary subjects / “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects) / Grade C in Other Language subjects, or equivalent; OR © A Diploma in Purchasing & Supply issued by Hong Kong Polytechnic University or the Institute of Purchasing & Supply (United Kingdom), HK Productivity Council, or HK Baptist University - School of Continuing Education or equivalent. 2. Good command of both written and spoken English and Chinese. 3. Strong analytical skills with strong technical proficiency. Preferred Attributes/Exposure 1. Holder of tertiary qualification in Purchasing and Supplies. 2. In-depth knowledge of the HA’s operational business process in the Procurement and Supply Chain Management and at least 4 years of purchasing experience. 3. Experience in operation of the Enterprise Resource Planning System and Asset Management System. Remarks 1. May be required to work in another work location to meet service needs of the HA. For Serving HA Staff 2. Selected candidate will be offered either contract or fixed term appointment for 3 years depending on his/her existing employment terms. Serving contract employee will be offered contract employment with an up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity upon completion of contract with satisfactory performance. Serving permanent employee will be offered a fixed term appointment with a reversion clause according to the prevailing policies . 3. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be made in accordance with prevailing policies. For External Applicants 4. Appointment will be on contract terms for a period of 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance. 5.
