Description: Hospital : Kowloon West Cluster Pay : HK$24,518 - HK$34,260 (HGPS Point 9 - 15) per month including Monthly Allowance. (See Remarks Item 3) Key Responsibilities: Perform clerical duties following general instructions or prescribed procedures with minimal supervision. The typical duties include: 1. Carry out procurement and materials management activities in accordance with the established guidelines and plans. 2. Assist buyer manager in the preparation of quotation/ tender invitations. 3. Handle external and internal enquiries. 4. Liaise with relevant stakeholders in the supply chain to ensure right goods and services are delivered efficiently. 5. Provide administrative support to supervisors in the daily operation of the unit. 6. Assist in the maintenance of the Enterprise Resource Planning (ERP) System. 7. Collect, verify and compile statistics and reports. 8. Assist in Board of Condemnation. 9. Assist in the procurement and supplies exercises. 10. Assist in supervision and training of junior staff. 11. Perform any other duties as assigned by supervisor(s). Entry Requirements: 1. (a) Passes in 5 subjects in the Hong Kong Certificate of Education Examination including English Language (Syllabus B), Chinese Language and Mathematics, or equivalent. OR (b) 5 subjects in the Hong Kong Diploma of Secondary Education attaining the level specified below: - Level 2 in English Language, Chinese Language and Mathematics; and - Level 2 in New Senior Secondary subjects/ “Attained” in Applied Learning subjects/ Grade E in Other Language subjects; or equivalent. 2. 3 years’ clerical experience with good knowledge of the functions and operations in one or more of the following areas: (a) general administration (b) filing and records keeping (c) supplies and stores (d) human resources (e) finance, accounting and statistics (f) data input and analyses (g) typing, word processing and/or Chinese word processing (h) telephone operation, client communication and reception service Preferable attributes / Exposure: 1. Knowledge of other common office automation (e.g. E-mail, Internet/Intranet etc.) and PC application, including Microsoft Word, Excel, PowerPoint, Access, Spreadsheet Modeling and Database Management. 2. Knowledge of other dialects (e.g. Mandarin) in the light of individual job requirement. 3. Good interpersonal skills. 4. Experience in procurement and materials management. 5. Knowledge of HA’s corporate systems and processes related to procurement and materials management including but not limited to ERP, ICS and EAM. 6. Familiar with the use of MS Word, Excel and database manipulation. 7. Qualification in purchasing and supplies or equivalent. 8. Able to work independently and under pressure. 9. Good communication and interpersonal skills. Remarks: For HA Serving staff 1. Serving staff who have completed F.5/S.5 or equivalent and have 3 years’ clerical experience within HA may also be considered. 2. The selected candidate will be offered either contract or fixed term appointment up to 3 years depending on his/her existing employment terms. Serving contract employee will be offered contract employment with an up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity, subject to satisfactory completion of the contract. Serving permanent employee will be offered fixed term appointment after which the employee may be reverted back to his/her former substantive rank. 3. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be determined based on the remuneration package/ employment terms of the staff concerned and prevailing policies. For External Applicants 4. Selected candidate will be offered contract term appointment up to 3 years . Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance. 5. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply.
