Description: Rank: Health Information and Records Manager II Office: Administrative Services Department, Hong Kong Buddhist Hospital / Our Lady of Maryknoll Hospital / TWGHs Wong Tai Sin Hospital Pay: HK$32,625 to HK$60,421 (HGPS Point 14 to 27) per month including Monthly Allowance (See Remarks 2) Key Responsibilities: Manage daily operation of the health information and records services, including admission, medical records management, retrieval and release of concerned data, death documentation matters and administration of related records systems, etc. Assist in planning health information and records services. Ensure all aspects of security, safety and confidentiality within health information and records service are in order / meet current standard. Implement quality assurance programmes to ensure long term improvement of health information and records services in areas such as Patient Master Index, hospital statistics and morbidity, data, clinical coding, etc. Assist in liaising with other departments and hospitals in areas related to health information and records management. Coordinate the release of information for health information and records services, including but not limited to hospital statistics, medical reports, data access request, etc. Manage and supervise daily operation of the Telephone Operator and Enquiry Office of hospital including PABX and related telecommunication devices, contingency arrangement related to telecommunication system, handling enquiries using various systems including IPAS, etc. Perform other duties as assigned. Entry Requirements: A degree from a local university, or equivalent. Preferred Attributes: (a) A degree/higher degree in Health Information Management/Health Informatics. OR (b) A degree plus a postgraduate diploma in Health Information Management/Health Informatics; or a higher degree specialising in Health Information Management; or a higher degree specialising in Health Informatics; or an advanced diploma in Health Informatics. Knowledge of clinical coding, medical terminology and health care / hospital statistics. Experience in medical records and health information services. Remarks: For Serving HA Staff The selected candidate will be offered either contract or fixed term appointment for up to 3 years depending on his/her existing employment terms. Serving contract employee will be offered contract employment with an up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity upon completion of the contract with satisfactory performance. Serving permanent employee will be offered a fixed term appointment with a reversion clause according to the prevailing policies. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees will be made in accordance with prevailing policies. For External Applicants Appointment will be on contract terms for up to 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA.
