Applicants should have: –
(a) a degree from a Hong Kong university, or equivalent;
(b) at least 15 years’ management experience in a senior executive position undertaking administrative responsibility, project management, secretariat support and strategic planning in policy formulation and liaison work preferably in the government or public bodies;
© ample knowledge and a clear understanding of the diverse policy considerations that are pertinent to the development of the Municipal Solid Waste charging scheme in Hong Kong;
(d) met the language proficiency requirement of Level 2 (Note) or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth); and
(e) strong analytical and organisational capabilities to work independently as well as good communication and interpersonal skills.
(a) Under the context of Municipal Solid Waste (MSW) charging, to formulate the arrangements for the disposal of different types of government waste produced and collected by different government bureaux / departments; and provide briefings and support to them on the agreed arrangements;
(b) To review various types of cleaning and waste collection services engaged by all government bureaux / departments, and work out the appropriate clauses to be included in the new contracts, having considered the legal implications and administrative considerations;
© To develop a monitoring and control systems for handling government waste including apportionment of the waste charge among joint users;
(d) To assist in developing, coordinating and monitoring trial projects / strategies for high pressure points in collaboration with relevant government departments;
(e) To serve as a Project Manager to oversee the updating and maintenance of the MSW charging website including promotional videos and production of other publication materials; and
(f) To perform any other duties as and when required by the supervisors.
Other Job-related Requirements: The hours and venues of work may be varied having regard to the operational needs of the Department. The successful candidate may be required to work irregular hours and overtime, including evenings and weekends.
Terms of Appointment:
The successful candidate will be appointed on non-civil service contract terms for one year.
