Description: Rank: Accounting Officer II Office: Cluster Finance Department, Kowloon Central Cluster Pay: HK$31,055 to HK$55,133 (HGPS point 13 to 25) per month including Monthly Allowance (See Remarks 2 & 5) Key Responsibilities: Reporting to the Finance Manager, the incumbent will be required to: 1. Support and assist to manage a variety of finance functions including one or more of the following: Budgeting, financial accounting, financial management & control, resources planning, treasury and risk management, payroll and payment operation, revenue management and Shroff operation, service costing, and capital expenditure management. Opportunities for job rotation across the functions will be arranged. 2. Assist in performing financial analysis & projection, and manpower planning for monthly forecasts and performance reports, and annual budget plan. 3. Provide support to hospital users and hospital finance on finance-related and manpower related matters including funding availability, budget utilization, manpower strength, progress reports, etc. 4. Compile presentation materials for management meetings. 5. Support on ad-hoc tasks/ projects (e.g. system UAT). 6. Manage the financial and accounting systems, internal control and conduct efficiency evaluation. 7. Perform interim / year-end account closing exercise. 8. To supervise a team of supporting staff and review their works. 9. Perform any other duties as assigned by supervisors. Entry Requirements: 1. Possession of professional accounting qualification of a recognized professional accounting body (See Remarks 5). 2. Proficiency in computing / PC skills, e.g. Excel, Access, PowerPoint and Word. 3. Good command of written and spoken English. 4. Self-motivated, strong analytical ability and good interpersonal skills. Preferred Attributes / Exposure: 1. Audit experience in sizeable organizations. 2. Responsible, able to work independently and under pressure. 3. Analytical, innovative and committed to achieving quality results. 4. Strong problem solving skill. Remarks: For Serving HA Staff 1. The candidate selected will be offered either contract or fixed term appointment for up to 3 years depending on his/her existing employment terms. Serving contract employee will be offered contract employment with an up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity upon completion of contract with satisfactory performance. Serving permanent employee will be offered a fixed term appointment with a reversion clause according to the prevailing policies. 2. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance, or Monthly Allowance) for serving employees upon changes in appointment will be determined based on the remuneration package / employment terms of the staff concerned and prevailing policies. For External Applicants 3. Appointment will be on contract terms for up to 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance. 4. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA. For All Applicants 5. Candidates with accounting qualification of a recognized professional body and minimum of 3 years of experience will start at HGPS 13 (HK$31,055) per month (including Monthly Allowance). For candidates who are fresh university graduates or those with one or two years of relevant experience and are undertaking professional accounting examinations, they may be appointed within the pay range from HGPS 9 (HK$24,518) to 12 (HK$29,290) per month (including Monthly Allowance). 6. Renewal of contract may be considered depending on funding availability, operational needs and satisfactory performance of the appointee. 7. Candidate may be required to work in another work location to meet service needs of the HA. 8. Candidate may be required to perform on-call duties or work outside normal office hours.
