Description: Rank: Assistant Building Service Inspector Office: Facility Management Department, Tung Wah Group of Hospitals Wong Tai Sin Hospital & Our Lady of Maryknoll Hospital Pay: HK$27,564 to HK$50,343 (HGPS point 11 to 23) per month including Monthly Allowance (See Remarks 2) Key Responsibilities: Supervise a team of technical staff, external consultants and contractors in managing and executing maintenance works and projects. Liaise with various users and stockholders of the hospital for maintenance, projects and facilities related matters. Coordinate with the safety officers of contractors, safety auditors of consultants and other parties in monitoring matters related to safety and health. Monitor and control the annual recurrent budget in different budget accounts under the department. Assist in preparing and submitting inspection results, progress reports, budget expenditure monthly and annual report. Assist in planning the annual plan of works. Liaise with government departments for works including but not limited to EMSD, WSD, FSD and GPA. Provide support to procurement and supplies related activities such as sourcing and inventory management. Prepare specifications and quotations and coordinating with Cluster Procurement in contract issues in relation to annual recurrent maintenance services provided by outsourced maintenance contractors. Certify works completion for batch payment to contractors. Assist in analyzing claims of works submitted by contractor and outsourced maintenance contractors. Work according to on-call/duty roster, attending emergency calls and performing typhoon duties. Perform any other duties as assigned by supervisor(s). e.g. job rotation to other posts within and outside the department. Entry Requirements: A Diploma or Higher Certificate in Building Services Engineering or Electrical / Mechanical Engineering or Building Studies from Hong Kong Polytechnic / Hong Kong Polytechnic University / Hong Kong Technical College / Hong Kong Technical Institute / Hong Kong Institute of Vocational Education; or equivalent. (a) Grade E or above in Chinese Language and English Language (Syllabus B) in HKCEE; OR (b) Level 2 or above in Chinese Language and English Language in HKDSE, or equivalent. At least 3 years of relevant experience such as building services installation works and/or building projects after attaining the required academic qualification. Obtained valid Construction Industry Safety Training Certificate (Green Card). Preferable Attributes / Exposure: Degree in Building Services/Mechanical/Electrical Engineering/Building Studies or relevant. More than 5 years’ solid experience in consultancy, contractor and facilities management firm with at least 3 years in supervising level. Having experience in hospital or healthcare settings. Registered Electrical Worker. Knowledge in use of “AutoCAD” or other associated computer applications. Good leadership, inter-personal communication and presentation skill(s). Responsible, self-motivated and able to work independently under minimum supervision. Outgoing, able to work under pressure and stressful situation, including crises. Able to work on shift and on-site/off-site on call duties. Remarks: For HA Serving Staff The selected candidate will be offered either contract or fixed term appointment for up to 3 years depending on his/her existing employment terms. Serving contract employee will be offered contract employment with an up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity, subject to satisfactory completion of the contract. Serving permanent employee will be offered fixed term appointment after which the employee may be reverted back to his/her former substantive rank. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be determined based on the remuneration package/ employment terms of the staff concerned and prevailing policies. For External Applicants Appointment will be on contract terms for a period of 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of contract gratuity may be offered upon satisfactory completion of contract. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA.
