Description: Post : Assistant Finance Manager Rank : Accounting Officer II Office : Cluster Finance Department, Hong Kong West Cluster Pay HK$31,055 to HK$55,133 (HGPS Point 13 to 25) per month including Monthly Allowance (Please see remarks 2 and 5) Job Reporting to the Finance Manager, the appointee would be required to : Handle finance & accounting functions such as payroll and payment operation, revenue management & Shroff operation, treasury, donation, financial accounting, resources planning & control, service costing. Opportunities for job rotation across the functions would be arranged . L ead a team of supporting staff on finance functions such as payroll, payment operation or revenue management. Provide support to hospital users on finance-related matters e.g. payroll, payments, income collection. Prepare financial analysis, management and performance reports. Support the interim / year-end account closing exercise and auditing matters. Assist in the implementation and monitoring of internal control procedures. Perform any other duties as assigned by supervisors. Requirements 1. Possession of professional accounting qualification of a recognized professional accounting body. (for details, please refer to remarks 5) 2. Proficiency in computing / PC skills e.g. Excel, Access, PowerPoint and Word. 3. Good command of written and spoken English. 4. Self-motivated, strong analytical ability and good interpersonal skills. Preferred Attributes / Exposure: University degree holder. Proactive with excellent communication skills. Ability to organize jobs and work with tight deadlines. Relevant experience of payroll or payment operation/ auditing functions is preferred. Remarks For HA Serving Staff 1. Selected candidate will be offered either contract or fixed term appointment for up to 3 year s depending on his / her existing employment terms. Serving contract employee will be offered contract employment with an up to 15% total basic salary as end-of-contract gratuity, subject to satisfactory completion of contract. Serving permanent employee will be offered fixed term appointment after which the employee may be reverted back to his / her former substantive rank. 2. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be made in accordance with prevailing policies. For External Applicants 3. Selected candidates will be offered contract employment for up to 3 years . Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity will be offered, subject to satisfactory completion of the contract. 4. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA. For All Applicants 5. Candidates with accounting qualification of a recognized professional body and minimum of 3 years of experience will start at HGPS Point 13 (HK$31,055) per month including Monthly Allowance. For candidates who are fresh university graduates or those with one or two years of relevant experience and are undertaking professional accounting examinations, they may be appointed within the pay range of HGPS Point 9 (HK$24,518) to Point 12 (HK$29,290) per month including Monthly Allowance. 6.
