Description: Assistant Supplies Officer Pay: HK$ 20,277 to HK$ 57,728 (HGPS Pt 6-26) per month including Monthly Allowance [See Remarks item 2] Key Responsibilities: Carry out procurement and materials management activities in accordance with the established guidelines and plans. Take charge of a store and/or assist the in-charge of a main store in general storekeeping duties. Liaise with relevant stakeholders in the supply chain to ensure the right goods and services are delivered efficiently. Assist in logistics and stores management. Handle external and internal enquiries. Liaise with hospital users for monitoring of product quality and supplier performance. Assist in supervision and training of junior staff. Provide administrative support to supervisors in the daily operation of the unit. Assist in asset management, equipment utilization rate monitoring, stock take, asset disposal, Board of Condemnation and daily system support. Facilitate catalogue management, procurement planning and support Enterprise Resource Planning System. Assist in procurement functions including product sourcing, market research, quotation / tender invitation in accordance with the Delegation of Authority, arranging bulk contracts, price negotiation, contract administration, and commitment monitoring. Monitor the compliance of procurement operational activities against the prevailing regulations, administrative directions and plans. Attend Tender Assessment Panels (TAPs) and give advice on matters pertaining to procurement and materials management. Obtain up-to-date market information in respect of product sourcing, technology changes and pricing trends on the categories of products assigned under the category management. Analyze purchase data and make recommendation to the team head for services improvement. Perform any other duties as assigned by supervisors. Entry Requirements: 1. (a) A pass in 2 subjects at Advanced Level in the HKAL Examination with 3 further subjects including English Language (Syl B) at Grade C or above in the HKCEE, or equivalent; OR (b) HKDSE 5 subjects attaining the level specified below: - Level 3 in English Language; and - Level 3 in New Senior Secondary subjects / ‘‘Attained with Distinction’’ in Applied Learning subjects (subject to a maximum of two Applied Learning subjects) / Grade C in Other Language subjects, or equivalent; OR © A Diploma in Purchasing & Supply issued by the Hong Kong Polytechnic University / the Institute of Purchasing & Supply (United Kingdom) / HK Productivity Council / HK Baptist University - School of Continuing Education or equivalent. 2. At least 4 years’ experience in purchasing and supplies. 3. Good command of both written and spoken English and Chinese. 4. Sound PC knowledge. Preferred Attributes: Candidate with full-time experience in procurement, materials management, store management, administration or related discipline in hospital setting is an advantage . Possession of certificate and / or degree in Logistic / Business / Purchasing and Supplies / Supply Chain Management / Operations Management or related discipline. Experience and g ood knowledge as a storekeeper or buyer in Procurement and Materials Management Service. E xperience in Supervisory role to lead a team of staff . Good command in both verbal and written in English and Chinese. Good interpersonal relationship and communication skills. Responsible, energetic, creative, enthusiastic, self-motivated, able to work independently and under pressure. Good knowledge of ERPS and Supplies Systems. Good knowledge in common office automation and computer applications (e.g. Outlook, Word, Excel, PowerPoint and Chinese Word processing). Good problem solving & analytical skills. Remarks For Serving HA Staff 1. Selected candidate will be offered either contract or fixed-term appointment up to 3 years depending on his/her existing employment terms. (a) Serving contract employee will be offered contract employment with up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity upon satisfactory completion of contract. (b) Serving permanent employee will be offered a fixed term appointment after which the appointment may be renewed for another period or the employee may be reverted back to his/her former substantive rank. 2. The offer of salary and allowance (Cash allowance, Fixed-flexi allowance or Monthly allowance) for serving employees upon changes in appointment will be determined based on the remuneration package/employment terms of the staff concerned and prevailing policies. For External Applicants 3. Selected candidate will be offered contract term appointment up to 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon satisfactory completion of contract. 4. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply.
