Description: Post : Human Resources Officer Rank : Clerk I Office : Human Resources Division / Hong Kong East Cluster Pay : HK$35,985 - HK$45,908 (HGPS Point 16 to 21) per month including Monthly Allowance (See Remarks 3) Key Responsibilities : Assist Human Resources Manager / Assistant Human Resources Manager in day-to-day Human Resources functions and operation. The typical duties include: 1. Co-ordinate, supervise and review the day-to-day work of clerical staff to ensure smooth operation of the team and compliance with policies. 2. Assist managers in continuous improvement in work practices and quality. 3. Collect, compile, analyze statistical data and assist in preparation of management reports. 4. Co-ordinate meetings / activities / programmes. 5. Draft correspondences and notes of meetings. 6. Provide general advice on HR matters to staff members and line managers. 7. Alert supervisors on abnormal events and trends in operations. 8. Perform any other duties as assigned by supervisors. Entry Requirements : 1. (a) Passes in 5 subjects in the Hong Kong Certificate of Education Examination including English Language (Syllabus B), Chinese Language and Mathematics, or equivalent. OR (b) 5 subjects in the Hong Kong Diploma of Secondary Education attaining the level specified below: - Level 2 in English Language, Chinese Language and Mathematics; and - Level 2 in New Senior Secondary subjects/ “Attained” in Applied Learning subjects/ Grade E in Other Language subjects; or equivalent. 2. 7 years’ clerical experience with thorough understanding of the functions and operations in human resources. 3. Ability to organize work, supervise a unit of staff and the activities within the related area(s). 4. Good command of both spoken and written English and Chinese. Preferred Attributes / Exposure : 1. Working experience in remuneration & benefits functions. 2. Responsible, self-motivated, self-disciplined, flexible, observational and able to multi-task and perform assigned duties / tasks independently. 3. Strong interpersonal relationship, communication and motivational skills with ability to lead a team of junior staff. 4. Hands-on experience in common office automation (e.g. E-mail, Internet/Intranet etc.), PC applications (e.g. MS Office, Chinese word processing, etc.) and Oracle Enterprise Resource Planning (ERP), Human Capital Management (HCM) System. Remarks : For Serving HA Staff 1. Serving staff who have completed F.5 /S.5 or equivalent and have 7 years’ clerical experience within HA may also be considered. 2. Selected candidate will be offered either contract or fixed term appointment for up to 3 years depending on his/her existing employment terms. a) C ontract employee - will be offered contract employment with an up to 15% total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as contract -end gratuity subject to completion of contract with satisfactory performance. b) P ermanent employee - will be offered a fixed term appointment after which the employee may be reverted back to his/her former substantive rank. 3. The offer of salary and allowance (Cash allowance, Fixed-flexi allowance or Monthly allowance) for serving employees upon changes in appointment will be determined based on the remuneration package/employment terms of the staff concerned and prevailing policies. For External Applicants 4. Selected candidate will be offered contract term appointment for up to 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as contract-end gratuity may be offered upon completion of contract with satisfactory performance. 5. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply.
