Entry Requirements:

1. Academic Qualification:

(a) Possesses a bachelor’s degree from a Hong Kong university, or equivalent.

  1. Language Proficiency Requirements:
    (a) Communicates effectively in English or Chinese, both in spoken and written forms (with proficiency in Cantonese preferred);
    (b) Possesses good spoken and written communication skills in either Tagalog or Bahasa Indonesia; and
    © Be able to interpret and translate in both spoken and written forms between English (or Chinese) and Tagalog (or Bahasa Indonesia).

  2. Other Requirements:
    (a) Possesses good interpersonal, communication and presentation skills. Willing to deal with people. General knowledge in the culture and customs of the Philippines and/or Indonesia is preferred;
    (b) Possesses basic knowledge in computer operation, including input method(s) and software applications on word processing, spreadsheet and presentation;
    © Be able to work under pressure and ready to work occasionally on evenings, Saturdays, Sundays and public holidays on a need basis; and
    (d) Has working experience in interpretation and translation. Working experience in project/event management and/or public service sectors is preferred.


    Duties:

    The Public Relations Officer (Foreign Domestic Helpers) of the Labour Department (“LD”) is responsible for assisting in carrying out enhanced measures to safeguard and promote employment rights and benefits of foreign domestic helpers (“FDHs”) working in Hong Kong. Duties include:

    (a) To assist in welcome programmes, employment briefings and seminars for FDHs or on the employment of FDHs or regulation of employment agencies (“EAs”), including preparing event rundown, giving briefings to the audience, providing on-the-spot interpretation and logistical support for the activities, etc.;
    (b) To man reception/service counters and handle public enquiries and complaints (both written and oral) pertaining to the statutory and contractual employment rights and obligations of FDHs and their employers;
    © To refer cases involving abuse and exploitation of FDHs received by the FDH Division of LD to other units/divisions of LD or to law enforcement agencies for follow up, and to provide interpretation service and liaison support to facilitate follow up actions to be taken by LD;
    (d) To assume the role of an ambassador, such as (i) exploring channels, for example, liaising with FDH groups/trade unions, non-governmental organisations, EA associations, etc. to reach out to the FDH community to promote LD’s services and support, (ii) following up with Consulates-General of the Philippines and Indonesia and EAs on referral and handling of cases involving FDHs, and (iii) assisting in promotional and publicity work of LD, including manning information kiosks, assisting in production and distribution of information packs for FDHs and employers, disseminating latest information on the dedicated FDH and EA Portals of LD and attending any other publicity related activities as required by LD, as well as preparing/translating publicity materials in Tagalog or Bahasa Indonesia; and
    (e) To perform any other duties assigned by senior officers.


    Terms of Appointment:

    Successful candidate will be appointed on non-civil service contract terms for a contract period of 12 months. Further renewal of contract will be considered subject to the appointee’s performance and conduct and the service needs of LD.

    (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Completed forms (please state the proficiency in Tagalog or Bahasa Indonesia in the section under “Professional Qualifications” on the form) with photocopies of the documents in support of the academic qualification and working experience should reach Human Resource Section, Labour Department, 16/F, Harbour Building, 38 Pier Road, Central, Hong Kong by hand or by post on or before the closing date of application.
