Job Description

Key Responsibilities:

Reporting to the Director of Corporate Services, the incumbent will assume the following:

Lead, supervise and manage the IT Section
Establish, implement and oversee relevant mechanisms, policies and procedures on IT matters
Plan and manage IT budget and expense
Ensure that the operation of the IT Section complies with the relevant statutory requirements and standards
Devise project portfolio of streamlining the business processes and workflows as well as providing quality e-services to the stakeholders in today’s digital era
Keep abreast of the technology trend, best practices and development in the IT industry to ensure the Authority stays competitive with the latest technology
Work across multiple workstreams relating to technology, process design, operational management and vendor management
Perform any other duties as assigned by senior management

Requirement Details:

Holder of university degree in computer science or related field
Possess IT-related credentials or qualifications about IT project management, operation and security e.g. PMP, ITIL foundation and CISSP
A minimum of 10 years of work experience in IT, of which no less than 6 years at manager level or equivalent, preferably in regulatory bodies
Be proficient in the fields of systems analysis and design, application programming, systems implementation and maintenance
Good analytical and organizational abilities
Good communication and people management skills
A strong command of written and spoken English and Chinese
Responsible, self-motivated, mature and able to work independently in a startup environment

Company Overview

Travel Industry Authority (“TIA”)

The TIA is an independent statutory regulatory body established under the Travel Industry Ordinance (Cap. 634) (“Ordinance”). The TIA will be responsible for promoting the integrity, competence and professionalism of travel agents, tourist guides and tour escorts through a statutory licensing and regulatory system, and regulating shops that inbound tour groups are arranged to patronise through an administrative scheme. The TIA will also be responsible for managing the Travel Industry Compensation Fund (“TICF”) which provides outbound travellers purchasing outbound packages with protection and advising the Government on matters relating to the regulation of the travel industry. Upon the full commencement of the new regulatory regime, the TIA will take up the licensing and trade regulatory roles from the Travel Agents Registry and the Travel Industry Council of Hong Kong respectively.

The TIA is seeking to set up its Executive Office, which will be headed by the Executive Director, underpinned by three Directors and other staff members to support the TIA in discharging its statutory functions and daily operation.
